Memphis IDB issues preliminary bond approval for Blue Earth facility
The Memphis and Shelby County Industrial Development Board preliminarily accepted an amendment Wednesday to issue Blue Earth Solutions Inc. a $9 million bond to locate a manufacturing facility in Memphis.
The company collects and recycles expanded polystyrene foam products and recycles them for commercial use.
Blue Earth officials would not comment on the exact location of the new facility because the deal has yet to be negotiated, but the company is looking at a facility in Southwest Memphis.
The funding will be used to purchase equipment to process the foam and include investments in 30 trailers and two tractors to haul the foam.
Blue Earth Solutions also plans to apply for a payment-in-lieu-of-tax benefit. If the PILOT and bond are approved, the company should be able to begin full production in the next eight months.
In other action, the IDB approved a six-year PILOT for Mercury Printing.
Mercury, a subsidiary of Houston-based Consolidated Graphics, is planning a $27.8 million expansion to allow the company to print digital photo books for a major customer.
The expansion would also add 125 new jobs within the first two years of the PILOT, bringing Mercury’s total number of local employees to 227.
The median wage for the new jobs would be $31,590.
Though the PILOT has been approved, Mercury is still competing with another of its parent company’s subsidiaries in Durham, N.C., for the full expansion.
Both Mercury and the Durham company are locating near FedEx facilities, a key factor in choosing the location for the expansion.
