The Memphis and Shelby County Industrial Development Board preliminarily accepted an amendment Wednesday to issue Blue Earth Solutions Inc. a $9 million bond to locate a manufacturing facility in Memphis.
The company collects and recycles expanded polystyrene foam products and recycles them for commercial use.
Blue Earth officials would not comment on the exact location of the new facility because the deal has yet to be negotiated, but the company is looking at a facility in Southwest Memphis.
The funding will be used to purchase equipment to process the foam and include investments in 30 trailers and two tractors to haul the foam.
Blue Earth Solutions also plans to apply for a payment-in-lieu-of-tax benefit. If the PILOT and bond are approved, the company should be able to begin full production in the next eight months.
In other action, the IDB approved a six-year PILOT for Mercury Printing.
Mercury, a subsidiary of Houston-based Consolidated Graphics, is planning a $27.8 million expansion to allow the company to print digital photo books for a major customer.
The expansion would also add 125 new jobs within the first two years of the PILOT, bringing Mercury’s total number of local employees to 227.
The median wage for the new jobs would be $31,590.
Though the PILOT has been approved, Mercury is still competing with another of its parent company’s subsidiaries in Durham, N.C., for the full expansion.
Both Mercury and the Durham company are locating near FedEx facilities, a key factor in choosing the location for the expansion.

August 31, 2008
Dear Shareholders of Blue Earth Solutions, Inc.:
As result of recent health concerns, I have resigned my position on the Board of Directors of Blue Earth Solutions, but I do so with great confidence in what the future holds for Blue Earth Solutions.
For more than twenty years, I have led a team of dedicated researchers and industrialists in creating and implementing the uses of the patented Styro Solve Solution and Styro Solve System. This closed loop system to recycle polystyrene represents a unique, revolutionary, cost-effective, and environmentally friendly method of recycling polystyrene. In recent years, with the cost of oil and other natural resources skyrocketing, the economic and environmental opportunities represented by the Styro-Solve System have never been more compelling.
Even as I have resigned my position on the Board of Directors, I continue to have an important role with Blue Earth Solutions. I am confident that the current Board of Directors and Management will continue to advance the mission of Blue Earth Solutions, which is to make recycling polystyrene economically profitable and environmentally friendly through the use of the patented Styro Solve System.
The current management team has made immense strides in a very short time span. The team's insight into the marketplace and its understanding of the Styro Solve System as well as the actual implementation of the Styro Solve System into a physical recycling plant is remarkable. In 20+ years of working on the System I never thought a plant could be put up this quickly but this Management team has succeeded in doing so.
I look forward to a long and continued relationship with the current management of Blue Earth Solutions. To the management team, I say "Job well done."
Sincerely,
Harvey Katz, Ph.D.
Founder and Co-Inventor of the Styro Solve System

CLERMONT - Ever wonder what happens to all those foam drink cups, containers and packing materials after you throw them out?
For years the answer was simple -- they went to the dump, crushed with tons of other garbage and left to sit in a big hole seemingly forever.
Now a startup company in south Lake County has come up with another idea.
Reuse it.
Founders of Blue Earth Solutions say they have a process that breaks down EPS Foam and other expanded polystyrene products, chemically reducing the material back into its plasticlike original form. That is then sold back to manufacturers to make more foam products.
Blue Earth currently has eight employees working from a site east of Clermont. But once it starts gobbling up huge amounts of foam, the company could employ 40 or more people.
On Tuesday, the Lake County Commission approved a 20 percent match -- or roughly $32,800 -- to go along with state funding intended to reimburse Blue Earth for creating higher-paying local jobs.
The combined county and state incentive totals $164,000 as long as Blue Earth follows through with plans to create 41 new positions with an average annual pay of $47,625, according to reports.
Blue Earth president Paul Slusarczyk said the process will help to recycle huge amounts of foam products that often go to waste.
"We want to have between 250,000 pounds and 400,00 pounds of EPS Foam coming in a month," Slusarczyk said.
The process crushes the expanded polystyrene and mixes it with a patented solvent called Styro Solve to remove the compressed gases, according to the company's Web site. The foam is reduced by as much as 98 percent.
The reduced foam is turned into tiny plasticlike pellets that can be reused to make more foam.
The company says the used StyroSolve then can be heated, evaporated and captured to be used again.
StyroSolve is biodegradable and nontoxic, according to Blue Earth.
Another method of reducing foam is to cook the material and melt it down.
Slusarczyk said initial amounts of foam will be provided by private companies in Central Florida. But he said the company aims to expand to other sources of wasted foam such as landfills.
The company aims to begin large-scale operations by the end of July.
Officials also are looking to expand to sites in Arkansas, Missouri and other states to set up more processing plants.

Please be advised that NASDAQ has received the necessary documentation to process the following transaction's
NAME CHANGE: RM Health International, Inc. to Blue Earth Solutions, Inc.
NEW SYMBOL: BESN
So now everyone can find us, and buy stock/keep a watch on how things are going.
While on the topic of stocks and prices, many of you have met us and heard our demonstration, but for those of you that have not, we just want to let you know about the benefits of the usage of our Polystyrene pellets. Making new polystyrene consumes approximately 3% of the planet's oil usage, so the rise in oil prices directly affects the production costs of new polystyrene, increasing the selling price of the pellets. However, with our StyroSolve process, the price of oil has little or no effect on the cost of our process. Our goal is to keep our sales of the Polystyrene pellets completely domestic, offering companies within America the opportunity to buy a completely comparable product at a significant discount to new polystyrene.
Look for an announcement coming soon about the opening of our first plant in Clermont, FL.
Hope all is well in your world,

About Blue Earth Solutions, Inc:
Blue Earth Solutions offers a true environmentally friendly process that reduces EPS Foam from landfills and other potentially hazardous sites and returns it to its original form making it possible to manufacture new polystyrene products. Blue Earth is a solution to the EPS Foam waste problem as we are able to recycle it with our proprietary Biodegradable solution and recreate polystyrene (plastic) pellets that we expect to sell for far less than new polystyrene pellets. With the significant increase in crude oil prices, plastic continues to increase in cost. Our StyroSolve process can reduce the planets consumption of oil, a major part of Polystyrene manufacturing, which further increases the value of our process.
